The Finance and Adminstration department headed by Mr. O.A. Oyesanmi, Deputy Director, Finance and Admin, has two major divisions, namely:
- Account Division
- Administration Division
Account Division
The Accounts Division is an arm of the Finance and Admin Department of NACETEM. It started operations as a Division in January 1993 with two pioneer officers. The Operations Department was then one of the three existing departments in NACETEM. Presently, the Division has a total of ten members ( seven core accounts staff and three admin staff).
Activities
The division involves in the following:
- Preparation of Annual Budget Estimates: This is to ensure that NACETEM’s spending is within the budget ceiling and that all expenditures are in accordance with estimated budget. i.e. salary, overhead, revenue and capital budget estimates.
- Maintenance of Detailed Records of Accounts: All necessary Books of Accounts are kept in accordance with the Financial Regulations, Public Service Rules and extant treasury circulars.
- Proper Management of Allocated Funds: This is to ensure that sufficient funds are available to carry out all the day-to-day activities of the Centre.
- Rendering of Professional Advice: Renders professional advice to the DG/CEO who is the Chief Accounting Officer and to the Management on matters relating
to finance and also provide relevant information useful for planning, controlling and making effective decisions.
- Designing of Internal Control System: A good internal control system has been put in place in all sections of the unit to enhance transparency in expenditure of funds and purchase of assets.
- Rendering of Returns: This includes monthly, quarterly, bi-annual returns, transcript of accounts, receipts and payments of public funds to OAGF and FMST Abuja.
- Providing Useful Information to Stakeholders: We provide useful information to the External Auditors, Tax office , FMST, Bankers, Government and other interested parties.
- Ensuring Strict Compliance with Financial Rules and Regulations: Provision of Financial Report and treasury circulars are being faithfully implemented. This is in order to guard against any embarrassments from financial monitoring agencies like EFCC; ICPC, etc.
Administration Division:
The Administration Division is essentially saddled with the mandate of facilitating the day-to-day running of the Centre by the Director-General/CEO. This mandate is translated into the following major activities:
- To interpret and implement government circulars.
- To ensure strict compliance with the rules and regulations, especially as spelt out in Public Service Rules.
- To create rooms for development of staff.
- To take the Centre’s Administrative activities to a higher level of technology by creating a paperless environment.
- To create a conducive working environment for members of staff.
- To ensure that the welfare of staff is adequately and promptly attended to.
- To sensitize the public on the Centre’s training programmes/activities via creation of awareness and proper marketing.
