The main interractions started on the second day with the opening ceremony held at the Conference Centre of the Obafemi Awolowo University, Ile-Ife. Delivering the welcome adddress, the Vice-Chancellor, Prof. M.O. Faborode praised the organisers (NACETEM) for initiating the retreat and hoped that it would provide an opportunity for the distinguished legislators to interact and exchange ideas with local and international experts and resource persons. This he said would be of immense benefit to Nigeria in her quest for sustainable development.
In his keynote address, Prof. O.O Adewoye, DG/CEO National Agency for Science and Engineering Infrastructure (NASENI) and National Project Coordinator, NIGERIA/UNESCO PROJECT FOR THE REFORM AND REVITALIZATION OF NIGERIA’S SCIENCE, TECHNOLOGY AND INNOVATION SYSTEMS emphasized the management of S&T for national economic growth and development. He also expounded on the roles of education and advanced manufacturing as they affect societies.
The opening remark was later given by the Minister of Science & Technology who was represented by his Personal Assistant, Dr. Denenu. According to him, "Without some firm knowledge of the substance, the methods and the limitations of science, it will be difficult even for the most thoughtful of humans to legislate wisely. Legislators should therefore extensively use the services of a mixed breed of S&T professionals and social scientists to enhance the efficacy of the legislative process". He therefore challenged the participants to generate, and create innovative ideas that could move S&T, and indeed, Nigeria forward, noting that "the majority of issues involving S&T Policy calls for the setting of priorities among areas of R&D, arrangements for the efficient conduct of R&D, and mechanisms for integrating the results of R&D into a nation’s economic life".
The opening ceremony was rounded up with a vote of thanks by the DG/CEO NACETEM, Dr W.O. Siyanbola after which there was a tea/coffee break for participants.
Series of papers were later presented by resource persons. These papers include "Science Technology Innovation and Wealth Creation" and "Malaysia’s Oil palm Industry case study" by Prof. Banji Oyeyinka-Oyelaran, United Nations University (UNU), Netherlands; "Planning, Programming and Budgeting for Science & Technology" by Prof. S. A. Sanni, Vice President, Nigeria Academy of Engineers; "Bi-and Multi-lateral linkages for National S&T Develompment" by Engr(Dr.) S.Y. Bassi, DG/CEO DTCA. The discussion sessions were chaired by Prof. G.Ogunmola, President Nigeria Academy of Science and Prof. M.O.Ilori, Director, Technology, Planning and Development Unit (TPDU) of the Obafemi Awolowo University, Ile-Ife.
The second day was rounded up with a brief on the activities of the House of Representatives presented by the Chairman of the House committee on S&T, Hon. F.A. Adegoke.
The last day of the retreat commenced with a paper presentation by Dr.A.A. Oyewale, Principal Research Officer, NACETEM on the "NEEDS AND NIGERIA’S NATIONAL INNOVATION SYSTEM" and "GUIDELINES AND PROCEDURES FOR MONITORING AND EVALUATING S&T PROJECTS" by the DG/CEO NACETEM, Dr. W.O. Siyanbola. These sessions were chaired by the DG/CEO NASENI, Prof. O.O.Adewoye and DG/CEO Nigerian Natural Medicine Development Agency (NNMDA), Mr. T.F. Okujagu.
The retreat ended on Friday 4th August with the presentation of certificates to participants by the pioneer Director of NACETEM, Prof. S.A. Sanni.
